Plastic trash bags are now required to include a minimum of 10% recycled content, and plastic beverage bottles (excluding dairy and 187ml wine bottles) must contain at least 15% recycled content. It’s important to note that the definition of “beverage” encompasses water, flavored water, beer, malt beverages, wine, distilled spirits, and various soft drinks. Specific items such as infant formula and nutritional supplements for critical diseases are excluded from these regulations.
Expansion in 2025: Cleaning and Personal Care Products Added
Building on the momentum, the policy expands its coverage in 2025. Plastic trash bags are required to increase their recycled content from 10% to 15%, while beverage containers maintain a 15% recycled content. Additionally, a new category is introduced, encompassing household cleaning and personal care products, mandating a minimum of 15% recycled content.
Ambitious Goals for 2026 and Beyond
SB 5022 outlines an ambitious trajectory for the coming years, with escalating recycled content requirements:
- 2026: Plastic beverage containers, excluding wine and dairy milk, must have 25% post-consumer recycled content, a substantial increase from the 15% mandated in 2023.
- 2027: Plastic trash bags are to contain 20% post-consumer recycled content, emphasizing the state’s commitment to raising standards for recycled materials.
- 2028: Specific to wine in plastic beverage containers and dairy milk bottles, plastic beverage containers must now contain 15% post-consumer recycled content. Simultaneously, household cleaning and personal care products in plastic containers jump to 25% recycled content.
Striving for Sustainability in 2031 and 2036
The policy sets even higher benchmarks for 2031 and 2036:
- 2031: Plastic beverage containers, excluding wine and dairy milk, aim for an impressive 50% post-consumer recycled content, reflecting Washington’s dedication to pushing the boundaries of sustainable practices.
- 2036: Exclusive to wine in plastic beverage containers and dairy milk bottles, plastic beverage containers target a 50% post-consumer recycled content, marking a substantial leap from the requirements in 2031.
- 2036: Household cleaning and personal care products in plastic containers are expected to achieve a 50% post-consumer recycled content, demonstrating a comprehensive commitment to sustainability across various product categories.
